A discipline becomes credible when its claims can be traced to evidence, its methods can be inspected, its disagreements remain visible, and its accumulated knowledge can be found, evaluated, corrected, and reused by people who did not create it.

Rules Integrity draws upon law, organizational governance, systems engineering, computer science, linguistics, logic, safety science, quality management, human factors, records management, public administration, and other established fields. No single tradition fully explains how rules are conceived, expressed, related, implemented, monitored, changed, and trusted across an institution. The emerging discipline therefore needs a research library capable of bringing heterogeneous evidence together without erasing the distinctions that make each source meaningful.
A useful library must do more than collect publications. It must identify why a resource was included, what kind of question it can answer, which methods produced its claims, where it applies, how current it is, what limitations or conflicts remain, and how later work has used or challenged it. It must preserve the difference between an authoritative requirement, an empirical finding, a theoretical proposal, a professional standard, an incident report, a case analysis, and an editorial position. Treating those materials as interchangeable would create the appearance of knowledge while weakening its integrity.
This chapter defines the proposed Rules Integrity Research Library as a public, community-stewarded system for discovery, appraisal, synthesis, provenance, and continuing correction. It establishes collection boundaries, evidence criteria, metadata, review pathways, access principles, and an initial research agenda. The aim is not to freeze doctrine. It is to create conditions under which claims can be examined, compared, refined, taught, and responsibly reused as the discipline develops.
Working definition
What is the Rules Integrity Research Library?
The Rules Integrity Research Library is a curated, versioned, and publicly intelligible knowledge system that records relevant sources, their provenance, methods, scope, evidence characteristics, relationships, review status, and contribution to claims about the design, operation, governance, and assurance of rule systems.
The definition has four important consequences. First, the library is a knowledge system, not merely a page of citations. Its records must support discovery, comparison, traceability, and maintenance. Second, it is curated. Inclusion signals relevance, not endorsement, and every record should state the basis for inclusion. Third, it is versioned. Sources, annotations, classifications, and syntheses change, and a user must be able to distinguish the state of knowledge at different times. Fourth, it is publicly intelligible. Specialist depth is necessary, but the architecture should allow practitioners, students, researchers, and institutions to understand why a source matters without possessing the curator’s private context.
The library should contain both external work and original Rules Integrity publications. Those roles must remain distinct. An Initiative position paper cannot validate itself by being listed beside independent evidence. Original publications should expose their sources, methods, contributors, review history, and unresolved questions so others can evaluate them on the same terms applied to external work.
Why a research library matters
The library gives the discipline memory, accountability, and a basis for cumulative learning

Record evidence, interpretation, challenge, correction, and supersession so institutional knowledge does not disappear with individual contributors.
Expose the basis of claims
Allow readers to move from a principle, metric, or recommendation to the sources and judgments that support it.
Connect adjacent fields
Bring relevant traditions into a common map while preserving their different vocabularies, methods, authorities, and limits.
Reveal unanswered questions
Show where evidence is concentrated, where findings conflict, and where the discipline is relying on assumption rather than demonstrated knowledge.
Without shared evidence infrastructure, a new field is vulnerable to repetition and rhetorical drift. Different authors may rename the same concept, cite only their own tradition, or present a practical intuition as an established principle. Useful criticism can be lost because it appeared in another discipline’s vocabulary. Failed approaches can be rediscovered as innovations because negative results were never retained. A research library reduces these risks by making the intellectual record visible and relational.
The library also supports community ownership. A discipline cannot genuinely belong to a community if its knowledge depends upon an inaccessible private archive or the recollection of a small founding group. Public records, transparent inclusion criteria, documented review, and visible correction allow stewardship to broaden without sacrificing continuity.
Scope and boundaries
The library should be broad in discovery and disciplined in classification
Rules Integrity is inherently interdisciplinary, but interdisciplinary does not mean unlimited. A source belongs when it materially informs at least one defined question about rule identity, purpose, semantics, authority, quality, relationship, lifecycle, implementation, decision use, monitoring, change, evidence, governance, or assurance. General works on leadership, technology, ethics, or organizational behavior may be valuable, yet they should not enter merely because rules appear somewhere in the discussion. The record must state the connection to the discipline.
Direct Rules Integrity evidence
Research or standards explicitly examining rules, policies, obligations, permissions, prohibitions, controls, decision logic, or rule-system behavior.
Transferable mechanisms
Work from related fields that explains a mechanism directly applicable to rule systems, such as provenance, human factors, change control, or formal verification.
Domain conditions
Industry, legal, cultural, or institutional material needed to understand where a rule-system claim applies or fails to apply.
Insufficient connection
Material whose relevance rests only on broad thematic similarity, promotional assertion, unverifiable anecdote, or duplication without added value.
Boundaries should be revisable. Early classification may reveal a body of work that deserves a dedicated collection; later evidence may show that an assumed connection was weak. Revision is not a defect when the reason, reviewer, date, and effect are recorded. The greater danger is invisible scope expansion, in which the library gradually accumulates material without a coherent account of what it represents.

A source may appear in more than one collection when its contribution is genuinely plural. Cross-classification should be explicit rather than achieved through duplicate records. One stable record can carry multiple subjects, methods, industries, jurisdictions, and relationships. This reduces fragmentation and lets users discover the same work from different entry points.

A library is most useful when organized around answerable questions rather than only document types
What is a rule?
Identity, modality, structure, context, authority, exceptions, relationships, and distinctions from advice, goals, facts, and descriptions.
How should rules be engineered?
Need, design, drafting, validation, architecture, maintainability, testability, and alignment with objectives and constraints.
How do rule systems fail?
Contradiction, ambiguity, incompleteness, misclassification, hidden dependency, implementation loss, exception drift, and automation error.
How do rules operate over time?
Adoption, translation, use, monitoring, change triggers, version transition, preservation of intent, obsolescence, and retirement.
How can integrity be measured?
Quality attributes, system metrics, evidence models, benchmarks, assurance claims, maturity, uncertainty, and validity.
How should the discipline be governed?
Stewardship, participation, review, ethics, institutional independence, technology neutrality, education, and public accountability.
Question families provide continuity as terminology evolves. A publication using “business rules,” another using “policy-as-code,” and a third using “normative requirements” may address the same underlying question. The library should preserve each source’s original language while connecting it to a shared research question. This prevents the taxonomy from replacing the evidence it is meant to organize.
Evidence fit and hierarchy
No universal evidence pyramid can answer every Rules Integrity question
Authority and evidentiary strength are question-dependent. A statute may conclusively establish a legal requirement within its jurisdiction but provide little evidence about the most reliable way to implement that requirement. A controlled experiment may isolate a cognitive effect but say little about governance across a multinational institution. An incident report may reveal a causal mechanism in exceptional depth while offering limited statistical generalizability. A formal proof may establish properties of a model whose assumptions do not hold in practice. The task is therefore to evaluate fitness for the claim being made.

Prestige is not a substitute for fit. Peer review, institutional reputation, and citation can inform appraisal, but none eliminates the need to examine methods, scope, conflicts, and directness. Conversely, a local technical report should not be dismissed solely because it lacks journal publication when it contains uniquely relevant evidence and its limitations are visible. The library should record both the source’s standing and the independent reasons for relying upon it.
Discovery protocol
Search should be reproducible enough to explain what was found, missed, and selected
Not every library update requires a formal systematic review. The discipline will use exploratory scans, targeted searches, evidence maps, rapid reviews, legal research, standards analysis, and full systematic syntheses. The rigor should match the intended claim. A broad educational overview may justify a transparent targeted search; a benchmark presented as comprehensive requires a much more exhaustive and reproducible protocol.
Frame
State the question, intended use, population, domain, jurisdiction, period, and acceptable source types.
Translate
Develop keywords, synonyms, controlled terms, neighboring vocabularies, and known anchor sources.
Search
Identify databases, repositories, standards bodies, public records, citation trails, and relevant disciplinary collections.
Screen
Apply recorded inclusion and exclusion criteria, preserving reasons for consequential exclusions.
Record
Capture search date, query, source, result count, reviewer, deduplication, and selection decisions.
Update
Define whether and when the search should be repeated, monitored, closed, or superseded.
Search documentation guards against retrospective certainty. Once a compelling source is found, it is easy to describe the path as obvious and overlook alternate terminology or evidence that pointed elsewhere. A discovery record shows the actual route and helps later reviewers determine whether new databases, language, or time periods could materially change the result.
Source appraisal
Every important source should be evaluated through a consistent set of questions
Who is entitled to speak?
Identify legal force, institutional mandate, authorship, expertise, approval, and whether authority is direct or merely asserted.
How closely does it answer the question?
Distinguish primary evidence from commentary, general analogy, secondary summary, and claims repeated without examination.
How was the claim produced?
Record design, data, sampling, analysis, assumptions, controls, validation, and the relationship between method and conclusion.
Can the reasoning be inspected?
Look for accessible methods, definitions, evidence, limitations, corrections, and enough detail to understand the inferential path.
Where does the finding apply?
Capture industry, jurisdiction, population, technology, organizational scale, consequence, culture, and operating conditions.
Is it still applicable?
Examine effective dates, versions, supersession, subsequent evidence, technology change, and whether the original conditions remain.
What interests shape the source?
Record funding, sponsorship, commercial purpose, institutional position, advocacy, author conflicts, and dependence among apparently separate sources.
How does it relate to other evidence?
Identify confirmation, conflict, replication, critique, citation, shared data, common assumptions, and unresolved disagreement.
Appraisal should not collapse into a single score. A source can be authoritative but methodologically thin, current but indirect, transparent but context-bound, or useful precisely because it represents a contested position. Structured dimensions preserve those differences. A concise narrative judgment can then explain how the source may and may not be used.
Metadata model
Metadata should make the intellectual and operational identity of each resource visible
Bibliographic fields are necessary but insufficient. Rules Integrity requires metadata that supports citation, discovery, appraisal, traceability, and maintenance. The model should build upon established open metadata practices while adding discipline-specific fields only where they have a demonstrated purpose. Excessive custom vocabulary would isolate the library; insufficient specificity would conceal the distinctions users need.
Stable record identifier, title, creators, publisher or institution, resource type, language, and persistent external identifier.
Publication, effective, observation, access, review, modification, supersession, and withdrawal dates where applicable.
Research question, subjects, industry, jurisdiction, population, organization type, technology, and lifecycle stage.
Normative status, issuing authority, approval level, legal force, standard status, or other institutional standing.
Study design, evidence type, data source, sample, analytic approach, validation, assumptions, and declared limitations.
Location, format, license, rights, access conditions, preservation status, and availability of data, code, or supplements.

Controlled vocabulary should be used where consistency materially improves retrieval, but original terminology should also be retained. Users need to know both that a source addresses “rule drift” and that its own field described the phenomenon as policy decay, configuration divergence, procedural erosion, or work-as-imagined versus work-as-done. Mapping should connect vocabularies, not rewrite intellectual history.
Provenance and claim lineage
A library record must show where it came from, and a disciplinary claim must show how it used the record
Each transition should identify the responsible contributor, date, method, version, and material judgment introduced.
Provenance prevents source laundering: the transformation of a tentative or context-bound statement into an apparently authoritative claim through repeated citation. A reader should be able to determine whether a proposition came from primary evidence, a secondary interpretation, a synthesis judgment, or an Initiative position. When one publication cites another for a claim that the cited source does not actually establish, the library should return to the originating evidence rather than perpetuating the chain.
Claim lineage is also essential for correction. When a source is withdrawn, superseded, or materially challenged, the library should identify which annotations, syntheses, educational chapters, metrics, and recommendations depend upon it. Correction then becomes a bounded impact analysis rather than an uncertain search through prose.
Synthesis and disagreement
The library should preserve disagreement before attempting to resolve it
Describe the landscape
Classify available work, methods, populations, domains, and gaps without claiming that the evidence supports one conclusion.
Answer a bounded question
Use a documented protocol to identify, appraise, and compare evidence relevant to a defined claim.
Make a reasoned proposal
State a disciplinary interpretation or recommendation, distinguishing evidence from values, assumptions, and design judgment.
Maintain an evolving conclusion
Monitor material new evidence, document revisions, and preserve prior versions so change in judgment remains inspectable.
Consensus should never be manufactured by excluding credible dissent or averaging incompatible claims. Disagreement may arise from different definitions, populations, authorities, methods, outcome measures, or values. The synthesis should diagnose which kind of disagreement exists. Some conflicts can be resolved by better evidence; others reflect legitimate contextual variation or normative choice. A mature discipline records that distinction rather than treating uncertainty as embarrassment.
Every synthesis should include a claim register: the principal propositions advanced, the supporting and opposing sources, the judgment used to reconcile them, the confidence or uncertainty attached, and the conditions under which the claim should be revisited. This makes later correction more precise and prevents conclusions from becoming detached from their evidentiary basis.
Access, rights, and openness
Open knowledge is the objective, but openness must be lawful, ethical, and accurately represented
The Research Library should favor open access, open metadata, reusable identifiers, and durable public links. Openness supports community participation, education, scrutiny, and use across institutions with unequal resources. It also reduces dependence upon a private archive. Yet a commitment to openness does not authorize infringement, disclosure of protected information, or the republication of material under incompatible terms.
Link, preserve, and describe
Where rights permit, provide durable access, complete metadata, license information, and preserved versions or repository links.
Describe without misrepresenting access
Maintain lawful metadata, citation, scope, appraisal, and access conditions without copying protected content into the library.
Protect people and institutions
Use de-identification, aggregation, controlled review, or non-public records when disclosure would create legal, ethical, security, or privacy harm.
Preserve identity and change history
Record access dates, versions, official status, and lawful archival references so later users know what content was actually evaluated.
“Available online” is not the same as open, stable, authoritative, or reusable. Records should state access and rights precisely. Where the library cannot provide the full resource, it can still provide a valuable public record explaining what the source is, why it matters, how it was evaluated, and what lawful path may exist for consultation.
Contribution and review
Community contribution requires a visible path from suggestion to governed inclusion
Suggest
A contributor submits a source, correction, relationship, search set, dataset, review, or proposed research question.
Screen
Editorial review checks relevance, duplication, minimum identity, rights, safety, and whether the proposed contribution is within scope.
Describe
Metadata and provenance are completed using the source itself rather than copied uncritically from an intermediary.
Appraise
A qualified reviewer evaluates authority, directness, method, transparency, context, currency, independence, and coherence.
Decide
The contribution is accepted, accepted with cautions, returned for revision, deferred, or rejected with a recorded reason.
Publish
The record, review status, contributors, dates, relationships, and material limitations become visible in the appropriate collection.
Maintain
Corrections, new versions, challenges, replications, and superseding evidence are connected through continuing stewardship.
Review intensity should be proportional to consequence. Adding a descriptive record for an openly available historical paper does not require the same process as accepting a dataset that will become a benchmark or a synthesis that will support a foundational principle. Roles should be separated where practical: contribution, appraisal, editorial decision, and final approval should not silently collapse into one person’s judgment when the claim has disciplinary significance.
Rejection should not imply that a source is false. It may be outside scope, duplicative, insufficiently identified, inaccessible for review, promotional, methodologically unusable for the proposed purpose, or unsafe to publish. Recording categories of decision helps the community improve future submissions and reveals whether the library’s own boundaries are producing unintended exclusion.
Stewardship and correction
A credible library must be able to correct itself without erasing its history
Records should have explicit states such as proposed, screened, reviewed, published, revised, superseded, disputed, withdrawn, or archived. State describes the library’s treatment of the record, not the truth of every claim within the source. A disputed source may remain essential because the dispute itself shaped the field. A superseded standard may remain necessary for understanding decisions made while it was in force.
Repair an error without changing identity
Fix metadata, links, classification, or appraisal and preserve a dated account of the material change.
Issue a new state of interpretation
Update a review or synthesis when evidence or judgment changes, retaining the prior version and reason.
Connect old and controlling sources
Show which resource replaced another, when the transition occurred, and whether historical applicability remains.
Stop reliance while preserving the record
Mark serious unreliability, rights problems, ethical defects, or invalid publication without silently deleting the history.
Maintenance needs ownership and service expectations. High-consequence collections—current standards, controlling authorities, benchmarks, and foundational syntheses—require more frequent review than stable historical theory. The library should publish review dates and overdue status rather than implying continuous currency. A record not recently checked may still be useful, but the user should not have to guess.

The first research program should establish foundations while testing them against real rule systems
Formal rule model
Develop and compare representations of subject, action, object, modality, condition, scope, authority, exception, consequence, temporal state, and relationship.
Rule-quality validation
Test whether proposed quality dimensions can be assessed reliably and whether they predict comprehension, implementation, error, or maintenance outcomes.
Contradiction and ambiguity benchmarks
Create transparent datasets with expert adjudication, disagreement records, domain diversity, and explicit limits for human and computational evaluation.
Traceability and change impact
Study which lineage models make rule changes safer, faster, and more complete across documents, systems, controls, decisions, and evidence.
Drift and lifecycle evidence
Identify observable indicators of semantic, operational, contextual, authority, and implementation drift and test interventions across time.
Human interpretation and work practice
Examine how roles, expertise, incentives, language, workload, local adaptation, and organizational culture affect rule understanding and use.
Automation and assurance
Define when deterministic methods, statistical models, and language models can support rule analysis, and what evidence is required for justified reliance.
Cross-industry comparison
Determine which mechanisms generalize across law, finance, healthcare, manufacturing, aviation, cybersecurity, government, education, and other domains.
The agenda should include replication, negative results, and practical implementation studies from the beginning. A discipline built only on successful demonstrations will overestimate feasibility and understate context. Research questions should be published with evidence gaps, candidate methods, ethical considerations, and opportunities for participation so universities, practitioners, public institutions, and independent researchers can contribute without waiting for a centralized program to direct every project.

Failure case 01
The document warehouse
Thousands of files are accumulated without inclusion reasons, appraisal, relationships, review state, or ownership. Search returns volume rather than knowledge, and users cannot tell which source supports which claim.
Failure case 02
Prestige as evidence
Sources are accepted or rejected primarily by publisher, institution, citation count, or professional reputation. Method, directness, context, and conflicts receive little independent examination.

Source laundering
A secondary publication repeats a claim from another summary, and the library cites the repetition as independent confirmation without returning to the original evidence.

The Rules Integrity Research Library should make knowledge cumulative without making it rigid. It should allow a student to discover the foundations of a concept, a practitioner to find applicable evidence, a researcher to identify unresolved questions, an editor to trace a claim, and a critic to challenge the discipline using the same visible record. That requires curation, but curation governed by published criteria and open to correction rather than controlled through unexplained authority.
The library’s architecture must preserve identity, scope, method, provenance, disagreement, rights, and change. Its collections should connect neighboring fields without erasing them. Its syntheses should distinguish evidence from judgment. Its community process should welcome contribution while applying review proportional to consequence. Its corrections should propagate to dependent work while retaining history. These are not administrative details. They are the mechanisms by which the discipline can earn justified trust.
Foundational principle: A claim becomes part of a credible body of knowledge only when its sources, transformations, limits, disagreements, and revision history remain visible enough for others to examine and correct.

These sources arise from open science, data stewardship, systematic review, provenance, metadata, reproducibility, and publication ethics. They do not define Rules Integrity, but they provide mature principles for building evidence infrastructure that is discoverable, transparent, reviewable, reusable, and capable of correction.
